FRANCIS FUKUYAMA is a Bernard L. Schwarz professor of interna-tional political economy at Johns Hopkins University and a mem-ber of the President's Council for Bioethics. He has twice served on the Policy Planning Staff of the U.S. Department of State. In 1981-82 he was also a member of the U.S. delegation to the Egyptian-Israeli talks on Palestinian autonomy. His past books include Trust, The Great Disruption, Our Posthuman Future, and State-Building.

美国的民主能够成功的解决国内不同利益集团之间的冲突，与美国社会由异质流动的人口组成这一点大有关系，所以它并不意味着民主将同样能够解决其他社会中产生的冲突，美国的经验非常独特，因为用托克维尔的话说，美国人“生而平等”。美国人若追溯各自的祖先，则背景、家乡和种族各不相同，尽管如此，他们一来到美国基本上就会抛弃这些身份，而融入到一个没有严格确定的社会阶级或长期存在的种族和民族区分的新社会。美国的社会结构和种族结构有充分的流动性，因而足以组织严格的社会阶级、重大的亚民族主义或语言少数派的出现。因此，美国的民主几乎无需面对其他更古老的社会中出现的一些较为棘手的社会冲突。

如果一个国家赋予人民普遍、平等的成人选举权，并在此基础上通过定期不记名的多党选举产生他们自己的政府，那这个国家就是民主国家。

有很多理由表明,中国模式是难以持续的。它依赖于经济的持续高速増长,然而,随着中国设法从中等收入国家向高收入国家转型,这样一种高速增长不会再出现。中国因土地污染和空气污染而积累了大量的隐性负担,虽然政府仍比绝大多数威权体制更具有回应性,但是,一旦日子变得艰难,中国日益增多的中产阶级不可能会接受现行的家长主义体制。中国不再像毛泽东所处的革命时期那样,展现一种超出自己边界的普遍主义理想。

不同国家面对决定如何在政治上和经济上组织自身时，可供选择的方式随着时间的推移显然在日益减少。在人类历史的长河中，出现过的政体类型林林总总，从君主制和贵族制到宗教的神权政治，再到本世纪的法西斯主义和共产主义独裁政治但是，到二十世纪末仍完好无损地存续下来的政府形式，唯有自由民主。

换句话说，我们所见的胜利与其说是自由主义实践，不如说是自由主义理念。也就是说，在世界的绝大部分地区，没有任何一种自称具有普遍性的意识形态堪与自由民主对抗，而在人民主权原则之外，也不存在任何别的具有普遍性的合法性原则。各种形式的君主政治在本世纪初就已广遭失败。法西斯主义和共产主义迄今为止一直是自由民主的主要竞争对手，如今也双双名誉扫地。即便苏联（或其后继国家）未能民主化，即便秘鲁或菲律宾重新回到某种形式的威权主义，那也只是民主在声称代表俄罗斯人、秘鲁人或菲律宾人的军人或官僚面前暂时让步而已。即使是不认同民主的人，也不得不言必称民主，以为其背离民主主义这唯一的普遍准则辩护。

有人把合法性比作一种储备金(cash reserve)。所有攻府，无论是民主的还是威权的都有其鼎盛期和低潮期，但只有合法性的政府才能在危机时期动用这种储备金。
